Brownfields Redevelopment Program

Program Overview

In June 2015, the City of Cocoa was awarded a $400,000 Brownfields Assessment Grant through the U.S. Environmental Protection Agency (EPA) to fund Phase I and Phase II Environmental Site Assessments on properties with perceived or real contamination as well as reuse planning.

The City of Cocoa is a 4-time winner of the U.S. EPA Brownfields Assessment Grant having also been awarded the grant in 2003, 2005, and 2009. In June 2003, the City of Cocoa was awarded the initial $200,000 grant for hazardous substances. In 2005, the City was awarded another $200,000 Brownfields Assessment Grant for petroleum-related contamination. In 2009, the City was awarded $400,000 in American Recovery and Reinvestment Act of 2009 (ARRA) funds for both hazardous substances and petroleum related contamination.

Assessment and characterization activities will occur primarily within the City's designated Florida Brownfields Area, BF050401000 to include the Cocoa Community Redevelopment Agencies (CRA), Diamond Square CRA, U.S. 1 Corridor CRA, the formerly designated Cocoa Enterprise Zone and Cocoa Economic Enhancement District (CEED), (please refer to the maps below).

Program Offerings

The City's Brownfields Redevelopment Program offers:

  • Assistance with redevelopment planning
  • Facilitation of applicants' participation in State's Program, if it's necessary
  • Phase I and Phase II Environmental Site Assessments (ESA) to determine the nature and extent of contamination
  • Promotion of site/project on our comprehensive Brownfields website as well as other Brownfields sites on the internet
  • Coordination between intergovernmental agencies

Brownfields Advisory Board

The City has established a Brownfields Advisory Board to address issues and make recommendations regarding Brownfields projects.

The Brownfields Advisory Board meets on an as needed basis, but is currently inactive.
