What is the 5-year consolidated plan? The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.

 The Housing and Neighborhood Services Division administers federal and state funded community development and housing programs whose common goal is to improve the quality of life for Cocoa's income-eligible residents and revitalizing neighborhoods. Programs include the Community Development Block Grant (CDBG) and HOME Investment Partnership Program.

The City also receives State Housing Initiatives Partnership (SHIP) Program funding. The SHIP Local Housing Assistance Plan and SHIP Annual Report is available online.

Rental & Mortgage Assistance Available

 The City of Cocoa is using CDBG CARES Act funding to support Cocoa citizens with rental and mortgage assistance through local community agencies.

The Florida Department of Economic Opportunity is offering relief through the Florida Homeowner Assistance Fund for mortgage payments and other homeowner expenses. Register at the Florida Department of Economic Opportunity website to start the process and determine your eligibility.

Housing Repair Program

Currently, due to there limited funds available, the rehab waitlist has been closed.  There is a 5+ year wait for housing repair assistance. Eligible repairs include re-roofs, plumbing, electrical and any other code issues. Please refer to our Housing Policy and Procedures.
