Responsibilities

The division is responsible for long-range planning activities such as the management and update of the City's Comprehensive Plan and Land Development Regulations.

Mission Statement

The mission of the Planning and Zoning Division is to facilitate the advancement of a diverse and sustainable Cocoa through the development, recommendation, and administration of policies that facilitate smart growth, redevelopment, environmental protection, and innovative urban design.

Planner on Call

For planning and zoning questions, a "Planner on Call" is available through our Planning Consultant, RVi Planning + Landscape Architecture to answer questions by phone, email, or schedule a VIRTUAL meeting by appointment.  

The Planner On Call email (CocoaPlanning@CocoaFL.gov) and phone line (321)433-8530 are checked regularly throughout the day (Monday through Friday), and responses are typically provided within 24-48 hours.

Virtual Meetings via Microsoft Teams or Zoom can be scheduled on Fridays between 9 a.m. and 4 p.m. The Planner on Call will provide a link or dial-in number with a passcode to join the meeting by computer or by phone.

Planning, Zoning & Permitting Questions

Many times, routine zoning questions can be answered over the phone. Specific property information is helpful but sometimes only a street address is necessary. If there are questions regarding the location of a property, or if there are interpretive complications, the planner may request a survey, additional information, or require a letter detailing your question before giving a response.

Where it is desired to have formal written confirmation of zoning or zoning compliance, a Zoning Verification Letter can be requested by submitting an email to CocoaPlanning@cocoafl.gov. The subject line of the email should follow this format:

“ZVL Request – [Insert property or properties Tax ID]”

The fee is $150 + additional applicable public record fees.
